1. Character Kill - Meaning your character will be Disabled and not able to be used anymore. This only happens in CK Situations (SWAT shootouts, high speed crashes ect)
2. I would join a Faction of some sorts and work your way up.
3. To get a House, you need to use In Game money. You can earn it In Game by joining factions and being a Police Officer or related things, or doing City Hall Jobs.
4. You can get Many different perks, check the Donation GUI in game.
