Police Evasion Reworked

I believe we should go SAMP style with police chases, no longer should there be /me's for car wrecks during chases. The chase should go until the suspects vehicle is damaged beyond being drivable. This make chases more interesting, and it eliminates QQ. I honestly see no disadvantages.
