Paint.NET is a free image tool that is nearly equivalent to Photoshop. It has thousands of user submitted plugins on the Paint.NET Forums. (Google if you want the link) It's also very user friendly compared to most other editors. This editing tool is one of my favorites and is the one I currently prefer to use.

Not my favorite tool, but one that is free, excellent, and a part of the best of its line of work. GIMP (Current Ver. - 2.8) is another image editor that has the best for less. Although I'm not sure if plugins are available, the GIMP is ready to make any image in the world better from the default package.
