The cartel was founded around the early 90s by Pablo "Sinaloa" Ayala and his childhood friend Gonzalez Soto. The two were originally members of the Guadalajara cartel, and built their criminal career as a duo. They set foot on underworld soil in their early twenties, working as errand boys for Sinaloa's grandfather whom had introduced his grandchild to the criminal life. In the absence of Sinaloa's parents he was often accompanied by his grandfather whom was an affiliate of the CDS. This stirred great interest at a very young age for Sinaloa.

Years later, when Pablo graduated grade school, his grandfather unexpectedly contacted him. He dragged Pablo into the CDS's activities. It took years for Pablo to adapt to the savage life of living in the cartel, but his grandfather had always reminded him of Herbert Spencer's famous survival of the fittest quote. His grandfather ultimately had passed away and left Pablo to cope with being alone in the cartel.

Soto had always accompanied Sinaloa with a good kit of social and physical skills. This add up to Sinaloa being a great tactician and a criminal mastermind. Soto worked as a bodyguard for many CDS members when its influence peaked. He subtly built a network of firearm traffickers to supply him and a small crew that he later assembled, known as Soldados Especiales de Medrano. After the death of Sinaloa's grandfather, their influence expanded in Guadalajara. Although they were but a mere crew like many other criminal enterprises, their roots went modestly deep, especially after they saw the opportunity to perform a coupe on their employers following the indictment of many of its key-members. Sinaloa was extremely ambitious and the cartel took control of a metamphetamine smuggling route and production facility.

The rise of drug violence hit Mexico hard when treaties disolved and the major cartels clashed their steel to control narcotics smuggling routes. In the mid-nineties Soto Gonzalez was indicted on blackmailing charges of a provincial politician. Allegedly Hermosillo had a serious drug addiction that made him out of control. He was incarcerated in a maximum security prison besides some of his associates. This left Sinaloa on his own, though the two were believed to actively stay in touch with one another until years after Soto's incarceration. Allegedly Sinaloa found it too dangerous to be in the vicinity of Gonzalez, because the government abused this to get to the drug lord. They broke contact, although Sinaloa promised to his partner-in-crime he would help him once he served his time for the operation.

Sinaloa as well was taken into custody of the federal American law enforcement in the early 2000s. After serving time on several drug charges he was released in late 2013 on good behavior. There he reconnected to his contacts scattered across the United States, most notably New Orleans. Although his partner,Soto, was still incarcerated, he managed to gather his old crew. The cartel's influence rapidly began to spread throughout the criminal underworld of Los Santos.
